Control and prediction

How Earth plants already look a few minutes ahead — and why a city-scale version is still a sketch.

Setpoints, not sovereignty

Earth control theory and economics, framed for 2490 readers. City-scale application is a sketch. ASI is not a digital-twin product. No campaign override recipes.

What control theory already does

Refineries, HVAC plants, and power grids already run on controllers that hold a variable near a setpoint. Proportional–integral–derivative loops are twentieth-century workhorses. Model predictive control (MPC) is the usual next step in process industries: a model, a short horizon, a cost to drive, constraints you must not violate. None of this requires a city, and none of it is a government.

Model predictive control

MPC looks a little way into the future — minutes, not centuries — and chooses a sequence of moves (open a valve, shed a load, pre-cool a slab) so the predicted path stays inside limits. If the weather forecast says the east glass will cook in forty-five minutes, a building-management system can start cooling now instead of waiting for the alarm. Earth towers already do versions of this. An envelope the size of a city, with farms, lifts, and 100,000 bodies, is a speculative scale-up of the same idea, dated to 21st-century smart-building literature. It is not Concordia canon that a named intelligence sits on that loop.

Decisions under uncertainty

Markov decision processes (MDPs) are textbook tools for choosing actions when the next state is probabilistic. The Bellman equation is the usual compact way to write “the value of being here is the best reward I can expect, plus what follows.” Fire models and robotics use cousins of this math. Writing the equation on a wiki page does not mean a Caregiver solves it in public, and it does not tell you how a crisis is decided in Story.

Mechanism design

Mechanism design is reverse game theory: set the rules so that people, chasing their own aims, still leave the shared budget intact. A classroom version is a price that rises when a recycler is at 95 percent, so luxury use backs off without a speech. That is an economics sketch. Long times and small errors

Closed loops compound. A tiny mismatch between oxygen made and oxygen used is a rounding error this year and a crisis in a lifetime. Dynamical-systems language (including ergodic theory in the technical literature) is how mathematicians talk about long-run behavior. Translating that into “an intelligence nudges the grow lights for two weeks” is a story beat, not a documented Earth plant. Keep it labeled as a sketch.

Not a person, not ASI

Control theory is a field. ASI is a Concordia mystery with a disputed date around 2180. They are not the same object. Construction-industry “digital twin” products from the 21st century are not a glossary definition of ASI. Public pages do not publish utilitarian triage scripts.
